The Dougherty County Board of Elections met Friday to determine the fate of Rev. Lorenzo Heard and his candidate for the Dougherty County Board of Education At-Large seat race.  A paper was circulated by Heard supporters alleging racism as a motivation for rejecting Heard's notice of candidacy.
