Lott eyes Tallahassee official as next Albany police chief

Below is the City of Albany’s news release on the identity of the person City Manager Alfred Lott hopes will be his next police chief. It’s John Proctor of Tallahassee.

Mayor Willie Adams has some shady dealings with at least one Tallahassee consultant who has managed to get City of Albany taxpayer funds. And some of remember that it was a Tallahassee firm that Adams used when he illegally used Ray Charles’ music on campaign commercials. But we don’t know yet if that’s how Lott identified Proctor as a chief’s candidate.

Lott is violating Georgia law by not identifying the other finalists. A city source has identified them as Albany Deputy Chief Spencer Rozier (former Chief Younger’s buddy), Albany State University Police Chief Roberson Brown, Kenneth Bramlett and Marvin Evans.

It’s also interesting that Proctor doesn’t have a master’s degree; in the months after Lott was hired, he declared that all of his department heads would have master’s degree. JOHN A. PROCTOR NAMED BEST QUALIFIED FOR THE CITY OF ALBANY’S CHIEF OF POLICE

John A. Procter, currently employed with the City of Tallahassee as Deputy Police Chief, has emerged as the best qualified candidate for Chief of the Albany Police Department, City Manager Alfred Lott announced today.

Deputy Chief Proctor has served as the Deputy Chief of Police for the City of Tallahassee, Florida since 1999. Additionally, Deputy Chief Proctor has served with distinction at the Tallahassee Police Department for almost 28 years in numerous command or troop level positions, including serving as the Interim Chief of Police.

He has received a Bachelors of Science Degree in Criminology from Florida State University and completed coursework toward a Master of Public Administration at Florida State University.

The City is providing public notice of Mr. Lott’s decision on the best qualified candidate in compliance with Georgia’s open records law. At least 14 days must now pass before there is final action on selecting a Chief of the Albany Police Department.

TPD: Buying gun was Hoffman’s idea

It was Rachel Hoffman’s idea to buy the handgun thought to have been used to kill her in May when a drug sting went bad, according to documents released Saturday by the Tallahassee Police Department.

That and other details are revealed in more than 500 pages of transcribed interviews conducted by TPD’s internal-affairs investigators with the officers and Drug Enforcement Administration agents involved in the operation. Two of Hoffman’s friends also were interviewed.

Included in the transcripts, which were used to compile a 199-page internal-affairs report made public in late September, is the full interview with former investigator Ryan Pender, Hoffman’s main police contact.

His firing for violating nine department rules was announced the day the earlier report was released. Four more senior officers were suspended for two weeks without pay. Chief Dennis Jones and Deputy Chief John Proctor were reprimanded.

Before that, in 2007, Proctor was a finalist for the chief’s position while serving as interim police chief.
